Special/Working Meeting Minutes - March 29, 2005
The meeting was called to order at 7:15 pm.  Attending the meeting were Dave, Terry,
Kathy, Scott, and Curt.  Russell did not attend.

The following issues were discussed in planning for the next Town Meeting:

Scott updated members on the status of negotiation with the Crawford for the day care
center. He said the details of the latest offer were being sent by the attorney to the tenants
and that he was pushing to close the
negotiations by April 1.

Dave reported that he had receive a letter from Chris Coons announcing the budget
address, which is taking place on the radio as this meeting is being held.

A discussion was held about streamlining meetings so that they are not as long,
encouraging more citizens to attend. The Commissioners agreed to try to move the meeting
along more quickly.

Scott will place information on the website and in the newsletter about the availability of
meeting minutes online at our website under minutes.

Several adjustments and revisions to the March 14 meeting were given to Scott by the
Commissioners.

In Russ¹s continued absence from Commission meetings, the Commissioners decided to
proceed with getting bids from companies for the trash removal contract. Several options,
including recycling, will be included in the bid request. Kathy will contact Russ to see if
anything has been done. Kathy and Scott will work together to post an add in NJ legal
section and on the town website.

The issue of licensing contractors was raised by Terry. In a conversation with John Cartier
from NCC, he suggested it to Terry as an easy way to make some revenue. After some
discussion, the Commissioners all agreed that we cannot handle the administrative and
enforcement of such a provision in our building codes.

The role of the NCC police was discussed. Dave said that with some education, the NCC
police would assist Joe Finocchiaro and Steve Russo with code enforcement, including
forcing a contractor who didn¹t have a permit to discontinue work (this happens in the
city of Wilmington).

The adoption of a Bellefonte Transfer Tax was again discussed. Terry got a copy of
Kenton¹s, which will be a template for our ordinance. Implementation of such a tax will
be referred to an attorney to handle once
we identify a firm to contract with.

Scott reported on the ongoing issue with 1209 Melrose. Kathy reported that the house
had been sold. Scott reported thathe sent letters to the seller's real estate agent because he
could not find an address for the seller (PA resident). Scott will investigate the new owner
and will post a notice and letter on the house regarding the lack of a Certificate of
Occupancy on the house. Duplicate copies will be sent to Long & Foster, the buyer's
agent.
